Communication To Heads Of Centres On The Release Of Nov Dec 2023 Examination Results

FEEDBACK ON THE NOVEMBER/DECEMBER 2023 NATIONAL CERTIFICATES AND DIPLOMA EXAMINATION SERIES 

I am pleased to bring to your attention that on, 27th March, 2024 the examination results  for the National Certificates and Other Diploma results were officially released by the Hon. Minister of Education and Sports.  
On behalf of Uganda Business and Technical Examinations Board (UBTEB), I would  like to express our sincere gratitude to you for enabling the Board to successfully perform  in the previous and these current examinations. It gives me pleasure to thank you for your continuous endeavors and support rendered to the Board which enabled it conduct these Examinations. 

PRITING OF EXAMINATION RESULTS 

The Institutions will be printing their own results online. As usual, please follow this instruction; 
Go to https://eims.ubteb.go.ug/web/login and login in to your institution account. 
On the dashboard, click on Exam Centre and on the next page which opens, click on 
Reports, Post exam reports and Results List. Fill the form appropriately and print results. Repeat the process for all programmes of interest. 
Remember to display results for candidates to view at the earliest time. 

PICKING OF ACADEMIC TRANSCRIPTS AND CERTIFICATES 

Transcripts are available only for candidates who have completed their studies and passed successfully and their Bio-data (bio-info) from EMIS system is fully edited and confirmed by Centre Heads. Transcripts for those candidates who were retaking and have successfully passed during the previous examinations series are already printed. However, transcripts for candidates who were retaking in this November/December 2023 Series, their transcripts will be printed after the institutions have edited the Bio-data (bio-info) of those candidates on the new system. Institutions are therefore requested to edit and confirm to the Board (Transcript Unit) about their candidates' biodata on the system before transcripts can be printed. You are advised to urgently do this so that you do not disadvantage the candidates to obtain the transcripts in good time. 

The certificates from 2011 up to 2020 cohorts are available for picking including the backlog for candidates who had missed earlier and those whose bio-data was edited and submitted to the Board. These transcripts can be picked from the Secretariat on appointment. Note that, Certificates of competency for the modular assessment will be ready in due course. Take note that only authorized staff from an institution with clear identification can pick academic documents of students from the Secretariat

GENERAL PERFORMANCE AND RELATED ISSUES 

Generally, the performance of candidates in the Nov/Dec 2023 series National Certificates and Departmental Diplomas and Certificates examinations was generally very good across most programmes. 
The Board acknowledges and congratulates those students and the Heads of examination centres together with the staff for the big improvement being witnessed. However, institutions need to note the following for further improvement; 

a) The results released were only for the National Certificate and those of mainly Departmental diploma & Certificate candidates. The National Certificate (Technical) falls in the first cohort of modularized assessment of programmes. 

b) The results for all other continuing students are also released. 

c) Remember to update the biodata/records of all your candidates on the system to enable fast processing of their academic Transcripts and Certificates. 

d) Centres which allowed non registered candidates to sit for examinations are advised NOT to repeat the same mistake in the next subsequent examinations. For the Nov/Dec 2023, such candidates have been charged 100 % on the system and they should be notified. Those who sat and were not captured on the system imply that they are illegal and the Board doesnot recognize as we cannot identify which results belonged to which candidate from which centre. Such candidates are advised to follow normal procedure. 

e) Heads of Centres are advised to enable and allow individual candidates to access the system and view their own results. The candidates know better their results and this
helps to quickly fix complaints. The Heads of Centres have a right to block only those candidates who have not cleared with the institution. 

PRESENTATION OF RESULTS 

The present results are cumulative records of all previous results. This applies to both end of Programme and end of Semester examinations results. In case any candidate identifies any anomaly, it should be communicated through the Head of Centre to the Board by Friday 10th May 2024. AFTER THIS DATE, THE BOARD WILL NOT RECEIVE ANY COMPLAINT UNTIL AFTER THE RELEASE OF NEXT SERIES EXAMINATIONS RESULTS. THIS EVEN INCLUDES CONTINUOUS ASSESSMENT MARKS THAT WILL BECOME INVALID AFTER THIS DATE. Therefore, you are encouraged to give adequate guidance on this matter to the affected candidates and their parents/guardians. 

Please NOTE the following on the released results; 

a) For students who sat for retakes, their results have been updated, some candidates who did retakes have failed those papers again and they should not assume that their retake marks were not updated. 

b) Paper codes of cumulative retakes are shown in the results lists. If a candidate sat for the previous retake paper and it still appears on the present results list, it means he/she was not successful again. 

c) Some students sat for examinations when they were not registered for and had no registration numbers. Those scripts have NOT been marked since there was no identification of such candidates on the UBTEB system. Heads of Centers are advised NOT to submit those complaints to the Board, but register them for the next examinations. The affected centers should desist from such act forthwith. 

d) Below each results list/ sheet are grading system for the subjects and programmes for guidance on the candidate's results/grades obtained. 

LODGING IN COMPLAINTS AND CORRECTION OF RESULTS 

The Board ensured great care during the processing of these results, nonetheless, where any anomalies exist and could have come with the register, e.g. incorrect gender, name (also order of naming), and date of birth among others, bring it to our attention immediately. The Board advises that such cases should be resolved as follows; 

a) The Head of Center should log onto the system and make corrections on date of birth, Nationality or of wrongly spelt names or order of naming. Such should not be reported to UBTEB unless the Transcript is printed. 

b)
For complaints on missing marks (CW and EX), evidence should be attached to accompany the complaint for a quick resolution of such complaints. NOTE THAT COMPLAINTS DOES NOT MEAN SUBMITTING FRESH COURSEWORKS AFTER RELEASE UNLESS THERE IS PROOF THAT SUBMISSION WAS DONE AT THE RIGHT TIME. 

c) All other complaints should be communicated online as follows; 

  • The Head of Center will log onto the system. 

  • Locate and click on the menu "Complaints" on the left pane of the system window. 

  • Choose and click on All Complaints, High or Low priority list depending on the urgency. A new window will pop up. 

  • Select "New Complaint" tab and enter the complaint. 

  • Enter the Title (Summary) of the complaint. 

  • Enter candidate's registration number, eg; UBT001/2019/T/CP/A/001 Select the category of the complaint, e.g. "Missing all Results" 

  • When Enter the detailed description of the complaint, e.g. Ogwang S.P- Missed marks for paper 853/01, attached is the attendance list. Please rectify. 

Repeat the same for another candidate

When you finish typing complaint, click "Create Complaint" button. 
The Heads of Centres are asked to provide the Board with information or reasons explaining failures in given modules or papers where students did not perform well. 

PHASING OUT ASSESSMENT OF ADVANCED CRAFT AND OLD CIRRICULUM 

In the year 2016, National Curriculum Development Centre introduced a new set of curricula for National Certificate courses, which does not require its graduates to pursue Advanced Craft courses before joining Diploma level. However, a few of the Craft certificate graduates who were previously assessed by UNEB and UBTEB on old curricula are still in the field and are still required to undergo training and be assessed in their respective Advanced craft courses. The Board is now phasing out assessment of advanced craft certificate course and it is organising a special and final examination for Nov/Dec  2024 series. Any one still out there is advised to register and sit for the last batch of these examinations in Nov/Dec 2024. 

This call applies to all other candidates who pursued old curricula in all categories of programmes and courses from the year 2011 to 2017.
